Bill Payment Options

New Homeowners

New homeowners are required to pay a Utility Deposit when filling out their Water Service Application Form. For your convenience, you can print the form online and mail it to the Village Hall at the address listed above. Please do not send cash through the mail. The utility deposit is returned to the homeowner when one of the three conditions occurs:

(1)  Four billing cycles (1 year) have passed on your account,

(2) The utility deposit will be applied to your first late bill to avoid being charged late fees. If the deposit does not cover the cost of the bill, the remaining balance will still be due, or

(3) The homeowner sells the property, in which case the deposit is deducted from the final bill. Should the final bill be less than the deposit, the remaining balance will be returned to the homeowner.

Interactive Payment Service

Call (309) 277-9352 to begin your Interactive Payment Service! This is offered in both English and Spanish. You will be asked to provide a valid phone number, your account number without dashes, and your customer ID (CID). Use this automated service from anywhere and anytime!

Payments over $500.00 will be assessed with a processing fee.

 

Payment By Mail

If paying by check or money order by mail, please include your payment coupon with your payment.  To avoid late fees, please mail your payment at least five to seven business days before the due date specified on your bill.

Payment Drop-off Location

Village Hall, 1001 Mansur Avenue, Carbon Cliff. Please use the drop box located to the right of the front door. We ask that you not put cash in the drop box. Please come inside if you wish to pay with cash. You may also pay by check, money orders, and most major credit and debit cards. 

 

Payment Through Financial Institution Online Bill Pay

Many financial institutions, such as major banks, offer customers the ability to pay bills through an online bill payment service (via their bank's website). Normally, these services debit the customer's checking or savings account to pay the bill. Depending on the financial institution, they may or may not charge a fee for the service. Payments may take up to seven business days to post to the customer's account.  Please consult with your bank for more information.

 

Contesting the Charges on your Utility Bill

If you disagree with the charges on your utility bill (water, sewer, garbage, recycling) please feel free to discuss your bill with our Village Collector. If you feel the Village Collector or the office was unable to help you, you may request a review of your bill by our Public Works Hearing Committee. The committee will then review your bill and notify you of a final determination. A meeting with you and the committee may be required before a determination can be made.
